Petroleum Hub Corp Secures GH₵300 Million Pact with Mannschaft Engineering

In a bold move to advance Ghana’s flagship Petroleum Hub project, Mannschaft Engineering and Infrastructure Systems has entered into a strategic partnership with the Petroleum Hub Development Corporation (PHDC), committing a total investment of GH₵300 million.
The agreement, formalized through a Memorandum of Understanding (MoU), positions Mannschaft Engineering as a key partner in delivering both the financial and technical resources needed to kickstart Phase One of the multi-billion-cedi project. The Petroleum Hub, to be developed on a 20,000-acre site, is envisioned as a transformative industrial complex that will position Ghana as a leader in petroleum refining and petrochemicals in West Africa.
Under the terms of the agreement, Mannschaft will provide GH₵150 million specifically for compensating landowners affected by the project. This compensation process is critical for the acquisition and clearance of land required for development. The company will also play a lead role in managing the resettlement of communities impacted by the initial phase of construction.
In addition to this, Mannschaft has pledged a further GH₵150 million towards building the foundational infrastructure for the project’s first phase. This dual investment underscores the company’s long-term commitment to supporting Ghana’s energy infrastructure.
Speaking at the signing ceremony, Acting CEO of the PHDC, Dr. Toni Aubynn, hailed the partnership as a timely intervention that would ease significant financial pressure on the Corporation and unlock progress on one of Ghana’s most ambitious industrial ventures.
“This is a major breakthrough,” Dr. Aubynn said. “Securing such a substantial commitment to compensation is a massive relief. It allows us to begin meaningful work on the ground and accelerates our overall project timelines.”
He emphasized that Mannschaft’s contribution goes beyond finances, pointing out that the company’s engineering and logistical expertise will be critical to ensuring the Petroleum Hub is developed to world-class standards. Dr. Aubynn expressed confidence that the partnership will pave the way for further private sector participation.
“This MoU reflects months of behind-the-scenes effort, and we are proud to be at this stage. The Corporation remains fully committed to executing this project in accordance with the agreement, and we welcome other Ghanaian companies to support this national agenda,” he added.
Dr. Aubynn also extended gratitude on behalf of the Minister of Energy and Green Transition, and President John Mahama, highlighting the government’s strong backing for the Petroleum Hub and its eagerness to see tangible outcomes from this latest collaboration.
Representing Mannschaft Engineering, CEO Maxwell Adu expressed enthusiasm about the company’s role in supporting a project that aligns closely with its strategic vision.

He reaffirmed Mannschaft’s readiness to bring its capabilities in infrastructure, energy systems, and logistics to bear on the project’s delivery, and committed to seeing the first phase through to completion.
Following the MoU, the initial GH₵150 million is expected to be transferred to the Lands Commission, which will then initiate the compensation process. An administrative fiat confirming the land acquisition and outlining the procedure for compensating affected landowners and communities will be issued in due course.
The Petroleum Hub project, once operational, is expected to position Ghana as a major refining, storage, and export center, catalyzing economic growth, job creation, and industrialization. With this strategic agreement now in place, the project is poised to move from concept to reality.
